Communal storage areas query

I live in a self contained flat in a purpose built block, Rented from the local council, Been here over 2 years.
There has recently been a problem with residents storing things likes cycles/prams & worse in the communal hallways. The estate officer has written to all residents stating any items stored in such areas will be removed and disposed of by the refuse teams - Ideal as I'm always catching my shins on pedals :mad:
The letter states that as we have a communal storage area (think large shed/garage) which must be used for storage as it's part of the tenancy agreement that personal items are stored in correct areas, This store has recently been given a good clearout and clean to enable easy use apparently.
To avoid future difficulties I've asked the council for a relevant key and been given the following message:
"The council does not hold keys to the store and you'll need to borrow another residents key to enable you to obtain a copy" :mad:
Frankly I'm not happy about this, My neighbours are generally older and keep themselves to themselves, the only time I've ever spoken is to say a quick hi as we pass.
Is this correct? Surely as the landlord I'm paying for the use of the store as part of my rent? We are all billed for communal cleaning, parking and gardening services as part of our rents.
Annoyingly I've just inherited a cycle for work from a friend but REALLY don't want to carry it up 3 floors to store in the flat :eek:

Thoughts?
1. Not worth getting stressed about it - borrow a key, get a copy, job done - little time taken, few quid.
2. Maybe your neighbours keep themselves to themselves because they have the impression that that is what you prefer, after all you've only ever spoken to them in the hallway and then just a cursory greeting.
3. What has them being older got to do with it? Presumably if they are leaving cycles and prams dotted about they aren't exactly geriatric?0
