Does anyone know whether this heavy surcharge is legal. The company in question is Monarch. The charge was £24.75 for two flights for booking on the card?
Can it be claimed back and how?

No.
It's outrageous but not illegal. There are two types of people in the world: Those that can extrapolate information.0 -
Sadly not. I was hit with a £24 charge for flights totalling £265 just yesterday. Grr. It is totally outrageous since I'm fairly sure that the CC companies only charge 2.5% of the transaction as a fee.
On a side note I also find the other "fees" that get added on at the last minute totally ridiculous. Our flights very suddenly cost £90 more than I had been expecting.0
