New mobile for £20 - Would love some MSE style help :)

My mum wants to buy my dad a mobile for christmas but doesn't want to spend more then about £20 as she doesnt really have much money. I've done lots of searches on here before asking but nothing much has come up. So i beg.. can anyone find me a good deal? I know it's alot to ask and I'm very greatful for any time you can spare me 
He would be using it to ring a landline and my mums mobile which is on O2

You can get a Sony Ericsson J220i Vodafone pay as you go from amazon for £19.99 including postage. Gutted as bought this 2 weeks ago and it was £24 then.

on virgin cheapest phone is nokia 1110 for 19.99 (plus £3 delivery charge) if u have virgin sim.

Why not consider a contract ?
There are phones out there (e2save spring to mind) that can be got on contract where the line rental is refunded by redemption.
Additionally, by going via Quidco the commission for taking out the deal may well cover any shortfall in line rental v refund.
Eg, I have a deal on 3 at the moment - £15 for first 3 months, £30 for next 9
Total £315
I get refunds, by redemption, totalling £279.12
This means, over the year, I pay £35.88
However, I went via Quidco and got £36.50 commission back.
Net gain of 62p, though I do have to pay line rental and then claim back, but it might be an option.
Just wanted to give another possibility beyond paying for a phone, then paying for calls etc.0 -
