    I still believe that to be open to interpretation (as many things in law are) in that it is not explicit in requiring it to be the address of the LL's personal residence, rather than, for example, a business address.

    May I suggest you google quiet enjoyment? Three monthly inspections are just about at the limits of tolerable but "a spring clean has to happen once every 3 months (paid for by LL)" not a chance. Someone save us from amateur landlords coloured by their limited experience.

    No need to believe when we could look up definition of address in the act ;)

    In this Act—
    “address” means a person’s place of abode or place of business or, in the case of a company, its registered office;
