Fannyanna: The problem with running blindly into a situation is, sometimes, that can put yourself and others in more danger, and then you are less able to get help for the person who needs it.
Also, there is a big difference between helping someone who you can see and running into an unseen person inside a building.
We are talking about the latter here and I think people will be more cautious in that scenario.

I'm someone who would just jump in and not think of the dangers which as you rightly point out is quite stupid. So far I've been lucky but you do hear of good samaritans getting themselves into trouble themselves.
I wasn't trying to suggest that everyone should jump in with both feet. As I said a lot of people feel unable to do so for many various reasons. In my opinion if all you do is call for help then you have done a good deed. What I disapprove of is omething suspecting something may be seriously wrong and not doing anything about it.0
