American Express travellers cheque card

Anyone help with some advice ... my neice will be going to Florida in July and her mum is thinking of getting her one of the new American Express travellers cheques card.

Basically, you preload the card with X amount (min £200) and spend on it like a credit card but as you've pre paid onto it, it's paid off straight away like a debit card.

I've read through the terms and conditions, but I'm rubbish at spotting the bad things (http://www.americanexpress.com/uk/tcc/terms.shtml). Could anyone tell me what they think of the idea. It's available in Sterling, Dollars and Euros.

She'll be 16 when she goes so would quite like to have some independance from her family.

Sorry if I've put this in the wrong thread but as it's not a credit card, I couldn't put it there. Thought as it's almost like travellers cheques, I could put it on the travel board.
