BT charging for not using phone???

Hi,
We have a BT land line, as everyone has to, in order to get broadband at home. We don't really use the landline as we both have mobiles, and pay about £29 a month for the phone and Internet. However we recently got fined about £8 by BT for not using the landline, they said this is a quarterly fine they'll continue to give if we don't use the landline a minimum number of calls per month. Has anyone else come up against this??
Despite having the landline at this address for almost two years this is the first time we've had the fine??

It's been in the T&Cs for some time.

Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.0
