overpayment of job seekers allowence

i received a letter from a collection agency about overpayment of jobseekers allowance fromm 1999, this is the only letter i have recieved, i am just wondering if i would need to repay this as it's was over 10 years ago.

As I believe it the government can claim back the money at any point whereas with other debts it's 6 years.

Have you always lived at the same address? Kept your details up to date etc, if not this may be why they're only getting in contact now.
