ebay non-payer/ time-waster

I have just sold one item on ebay last week. Winner not paid, and no response to my messages and I doubt she will.

On the day the listing ended, I checked the winner's feedback, she registered on 15 May 2011, had 4 positive feedback. After three days waiting for her to pay for the item, I checked her feedback again. There was ten 'positive' feedback - first 5 feedback left were truly positive, then the next five are in green (positive) but all says along the line of "Time waster/ Non-paid Bidder/ Do not trust/ No response", so these sellers meant to leave negative feedback but couldn't because of the stupid ebay system. She left a couple of bad feedback after to those sellers too (the ones she's not paid!!) just to get them back for giving her negs.

Today, she has 11 "positive feedback" but now the feedback are "private" and not showing. I guessed she must have another new neg so decided to hide it. Now it looks like she had 100% GOOD feedback but you know what, they are private and nobody can read her feedback!

Anyway, I gathered that she's doing the same to me, bidded on my item and had no intention to buy it. I didn't want to wait any longer as I rather offer the item the the second highest bidder or relist. I went to the resolution centre and file "cancel transaction', (not 'unpaid item dispute') and stated the reason of 'payment not cleared'. The winner has marked "payment sent!!" (cheeky sod!). There's no reply on the other party. So I wonder if she doesn't reply to my cancel transaction dispute, will I get my listing & final credit fee back? I can't do an "unpaid dispute" since I opened the dispute with "cancel transaction". Er, my mistake.

Why something like her is still not banned by eBay? Her feedback showed enough sellers were suffered & angry, inc. me!!! There's no point me leaving her feedback as it's hidden anyway.

    No, you won't get your fvf's back, listing fees are never credited as you've listed.
    The reason why someone like her isn't banned is because people don't report her for NPB, instead they send a cancellation. If someone's too stupid to pay for an item they've bid on, chances are they're too stupid to accept a cancellation.
    If people bother to go through the correct process, payment not paid for, then do a NPB, get 2 strikes in a year & a buyer has effectively barred themself from bidding on most sellers listings, if they've set up their buyer requirements properly.
    Leaving a false positive is pointless as these will be removed if reported to ebay.
    She may now decide to pay for your item, so if you've sold it on a 2nd chance offer then you will be the one in the wrong.
