Can I Claim Back Charge For Cancelling Car Breakdown Cover?

Are Green Flag covered by the same consumer laws as the banks? I assume they are, but not 100% sure. I'd like to cancel my Green Flag motoring assistance cover. According to their website, I can cancel my cover, however:
As long as you've not called us out during your period of breakdown cover, we'll give you a partial refund. We base the amount of your refund on a daily rate minus a cancellation charge of 25% of the annual price of your cover
I would argue that 25% of the annual price of the cover is not proportional to the actual costs incurred by Green Flag and, as such, may be reclaimed. Am I correct, or would I be venturing into unfamiliar ground?
