Advice Required with regards to a buyer

I recently sold an item to China and the buyer stated the item never arrived so a replacement was sent out. No problems there.
He returned to buy the exact same product, so this time I sent it ISF/ He got it 7 days later but this time claims it is damaged and wants a replacement.
I had a look at his feedback and he buys the exact same item from a few other sellers. I have spoke to a couple of them and they have all said that he has claimed for lost or damaged items. If it is sent normal post, as in no tracking number he will say it hasn't arrived. Send it tracked and it is damaged. Seems to have a good buy 2 for the price of 1 scheme going on.
Is this worth reporting to eBay? Will they care and also where do I this because I spent an age going round in a circle on the help pages trying to find out if this can be reported.

i would say i will replace it when you have recieved the original back
also i would block them from buying again, maybe change you options to no international shipping?
i would also be reporting it to ebay but they probably wont listen0 -
I would ask all the other sellers to also report it to ebay, I believe you said yesterday in your other post that it was an expensive item. I would definitely be getting on the phone to ebay armed with the names of all the other sellers ripped off.0

It can be very confusing knowing where to look for help, but just follow the
details below to report this person.
From the main Ebay home page click on the "contact us" tab, top right.
You will now come to the customer support section.
You will see another "contact us" link on the right hand side of the page,
click on this. Finally the next page presents you with 3 main sections.
Buying, selling and my account. As you hover your mouse over each
section a drop down menu appears with lots of choices. From either
of these 3 tabs you can now select report a member.
In your case use the sellers tab to report them.0 -

Blocking international shipping is a no, as I do a lot of trade outside the UK. This is the first issue I have had with international sales.0 -

This is what I was doing but there wasn't an option to report my issue, just stuff to do with dodgy listings or non payment. However after going round in the same circle, the online help appeared so I am now talking with (slowly) with eBay0 -
Well I have to say spending an hour or so on the live chat was pointless. Not sure if it was how I was trying to explain the situation but they struggled to understand my point and then suddenly ended the "chat" after they had offered me the line " we are doing all we can to make ebay a safe place to buy and sell"
I'll send this buyer a replacement, simply because it is easier than the hassle. He is now blocked from buying from me again so hopefully an end to it. I have a feeling it won't be though0 -

Couldn't you take the neg if given & tell him that you don't have any more stock at the moment & don't know when you'll get any.
If you then respond to a neg with 1st item lost, 2nd damaged. It will alert others to what he's doing.0 -
I agree with the post suggesting that he returns the 'damaged' bottle and then refund. Would you not be better refunding rather than sending a replacement and possibly encountering another problem?0
