Central Heating - which is more cost effective

Probably the wrong time of year to be asking this, but... Is it more cost efficient to have your boiler/thermostat turned low and all your radiators turned up to their highest setting OR to have the boiler/thermostat turned up really high, and the radiator valves on their lowest setting? Something I've always wondered...

At the halfway setting ( III ) my TRVs are set at 70 degrees. There is also a click at this setting. If you set all TRVs at this setting then adjust up or down in small amounts over a few days to suit each room you will be heating your rooms without overheating them.
