    Two ways:

You can get a USB TV tuner, these can be gotten fairly cheaply, although they vary in quality a lot, and for best results need to be hooked up to a decent antenna.

The other way is to stream it over the internet, you can use a site like https://www.tvcatchup.com which has most of the freeview channels available. There are other sites you can use depending on what you want to watch, e.g. BBC stream their channels - http://www.bbc.co.uk/bbcone/watchlive/

Why not just get one of those new fancy portable TVs like this one...

On a more serious note as has been said you can get a usb tuner or you can get a TV card for your PCI slot (assuming you have one)

Remember though, even if this will be your only source of TV in your home you will still need a TV license.

Not if he watches TV on his laptop in the communal garden, or in the public park.

I think (opinion) that you require a TV license if you watch TV at the same time that it is being broadcast, regardless of your location or the device you use.

From the TV licensing website http://www.tvlicensing.co.uk/check-if-you-need-one/
You need to be covered by a valid TV Licence if you watch or record TV as it's being broadcast. This includes the use of devices such as a computer, laptop, mobile phone or DVD/video recorder.

It isn't often I like to be corrected but in this case I would welcome it! :D

I often watch tv on my laptop. The os is Vista Home Premium and that comes with Windows Media Centre, which is excellent for viewing and recording Tv and includes a programme guide. (Windows 7 home premium has WMC as well). I have a DVB-T usb receiver (similar to this) http://www.amazon.co.uk/ClimaxDigital-DTV200-Receiver-Freeview-supports/dp/B001EDO3MI/ref=sr_1_10?ie=UTF8&qid=1306362670&sr=8-10
which is connected to a tv aerial and a usb socket on my laptop. This gives all the freeview channels and an excellent picture. (I find that the small aerials that come with the DVB-T usb receiver are useless)
I'm Glad to be here... At my age I'm glad to be anywhere!!
I'm not losing my hair... I'm getting more head!!

Correct. He will then need a Public Broadcast Licence as well.

I watch TV on my laptop - but never as it's being broadcast. BBC Iplayer, ITVplayer, and the like are great for watching what's been on in the last few days, and you legitimately need no tv license.

USB DVB-T dongles to watch digital terrestrial TV on your laptop can be bought for just £5 from a famous auction website.

    http://shop.ebay.co.uk/i.html?_nkw=usb+dvb-t+%28receiver+%2Cdongle%29&_sacat=0&LH_BIN=1&_sop=15&_odkw=usb+dvb-t&_osacat=0&_trksid=p3286.c0.m270.l1313

At a guess, the dongles are all much of a muchness. Ignoring the vendor packaging and the bundled software, there are only a handful of manufacturers who make the DVB-T tuner/demodulator chipsets that are found in the dongles:
