Ah so its the free carpet offcuts thats driving the need to seal then? Still say a cheap vinyl floor to cover the whole lot in one single piece will do the trick - 'cos the dust aint coming up through it or round it like it will with chunks of carpet - free or not.

Timber Vinyl and plaster only nowadays.
For the op, I'd buy a plastic sheet from wickes and lay it on the concrete under the carpet.
