I think he means render rendering as plaster wouldn't last two minutes in the rain. Unless its the outside wall but in a garage?

Sorry I don't know the tech term for it but it maybe rendering (putting cement mix on a small area of the outside wall - underneath the big vestibule window :-) thnx

I hope you told your handyman that it's 'outside plastering' (i.e. rendering), as the materials required are rather different!

Yes he came and had a look - £50 for couple of hours of work and he will remove the plaster of the entire area and then relay it .. is this charge ok?

Yes, a very reasonable charge, but it's not plastering-it is rendering.
He'll need to cut back any blown areas beyond where it's actually fallen off.
