hi i only recently found out that if a partner is not a british citizen living at my house they do not have to pay council tax and i can claim a single persons discount. i was in that situation three years ago can i claim a refund? my partner is now a british citizen

Whoever told you that is incorrect.
There is only one general situation in council tax law that specifically relates to nationality and that is the spouse or partner of a foreign student - this is for cases where the partner accompanies a student from abroad (In my authority its usually Saudi's and Libyan's).
There's other cases where nationality comes in to in a round about way but not that would seem to apply to you (diplomats, foreign military).I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0
