BT to existing Card

Two months ago my mother got a credit card from RBS and didn't know anything about Balance Transfers. Now that she has got that cards, and hasn't used it at all, can she make a balance transfer from her other two cards, which she is paying interest on, to the RBS card which are offering 0% on BT for 15 months, or can you only do that when you apply for the card? I have told her that with BT's she must not use the card at all when you do a bt.

If she has a current and valid offer, then she can BT to it. She needs to check the terms of the offer.0
