Car not taxed, off road but not sorned

Hi
I wonder if anyone can help. My partner is in the navy and at his last 3 month stint at sea, (2 years ago) his car was stored away in the multi storey at the base. When he got back his car had seized up and cant be moved. Since then he just seems to have forgotten about as he hasnt needed to use it.
Since he has met me he now wants to get it sorted or buy a new car, only problem is that he didnt sorn the car. Im guessing he is going to get a fine for not sorning it but whats the best way to approach this.
He hasnt had any tax reminders etc as the car is registered to a house he shared with an ex and she very nicely shredded all his documents for the car so im guessing any mail would have been returned to dvla etc.
Is the best route requesting new documents for the car and sorning it until hes decided what to do or call dvla and explain the situation and see where to go from there.
Hes got an option to sell the car to someone in the navy but the last thing he wants is to have them lumped with a fine when they go to tax it.
Any advice would be much appreciated.

Just get the new keeper to apply for a logbook, They will have to pay for that but may avoid
having to put your partners details back into the system.
I would be curious whether the DVLA took him to court for non payment of the original fine. If he did not
turn up then he would know nothing about it until the bailiffs turn up one day.Censorship Reigns Supreme in Troll City...0
