outside stop !!!!/tap plumber help!

the short version - my internal stopcock has a very slow leak from the top ...it used to be fine but i had to turn the water of today and when i turned it back on, this leak has appeared.
i know i want to turn the outside mains of, wrap some sealant tape round it and turn it all back on, at worst replace the inside tap, BUT my water company say i'm not allowed to turn the mains water/outside tap to my house of - that a special tool to switch it off must be used and only plumbers have these, or the water board will turn it of for free, but charge me to switch it back on.
if i do it myself and damage their tap (which they say is likely) they'll charge me £500 to fix it.
BUT i've called 12 local plumbers who either won't do the job cause it's to small (i asked they replace the internal tap) or can't do it in the next few weeks - meanwhile i've a leaking tap..
help? any ideas?
i suspect the water company are trying to scare me into not doing it myself - but i did wonder if the mystery tool could be bought?

Get a 3ft length of plastic waste pipe( same as under sink type). Cut out 2 notches 3/8th of inch wide and 3/4s deep. That should do it.0

Bare in mind for older houses you could be turning off the supply to your adjoining neighbours too. Look to see if they have matching taps for them on the footpath.0

usually its only at arms depth, otherwise a freezer pack may work, if you get everything you need at hand, its not a good time to have a look and then head for b&q.

you need one of these. try screwfix or toolstation.
or you can make your own out of a long bit of wood.
