Laptop USB Mouse Problems

We use a usb mouse with our laptop,and keep getting problems with the screen reaction being very jerky or delayed. This is worse when scrolling pages. We have tried ano usb port,no change,we have also replaced the mouse, and this seems to cure the problem,but only for a short period of time.
Any help to explain this would be appreciated.

I presume you've tried a different USB port?
Also that there is no yellow exclamation mark in Device Management?0
