Finishing plaster coat coming off

We're currently renovating a 1950's bungalow and after removing all the lovely flowery vinyl wallpaper, backing paper, tiles and strange 1970's wall coverings we're left with an array of different wall surfaces.

In the kitchen and bathroom a lot of the finishing coat of plaster came off with the tiles. The undercoat of plaster is sound but the finishing coat came off in big areas (up to 2m x 2m) where we started chipping all the loose bits away until we came to solid areas of finishing coat. Some areas are on really well and quite difficult to remove.

The question is do we need to chip away all the remaining top coat (quite a big job still as remaining plaster is on firm) or will a plasterer be able to skim over the whole lot. Will he be able to do it in one coat or will it take two. Is there any preparation we could do other than removing it all?

    Just get rid of the loose stuff, the rest can be reskimmed over.

    Just leave it, If is sound and solid, the plasterer will just seal the background and reskim over.
    A skimming coat is laid down to about 3mm, so if any more it will need filling prior to skimming
