Datbase/ App/ software/IT solution opinions please!

Hello,
I would like to know what people would recommend regards where to start tackling my problem!
I have a business idea and really know the subject matter and audience but the approach I have in mind, well, I cannot find anyone else doing it! Hopefully it is because no one has thought of it yet...! It will help people save money, (be healthier in a pleasant way!) and better to the environment. I want to run it as a social enterprise as well.
Anyway, the thing is I think it probably needs a quite complicated IT solution of some sort to access the customers circumstances (basically their whole life!!) and a) provide a high level tailored report (but could drill down into more detail if they want to know more) with sign posting to reputable information sources, most on the web b) to track and show the possible totted up results if the customer takes up all the suggestions and c) be easy and engaging to use!
I am not an IT professional but a project manager with a sustainability background with (like most of us!!) limited resources BUT have found some funds via the Technology Stategy Board (gov funded) which may fund innovative enterprise, even feasibility studies, up to £25k ( max. 75% of total cost). I thought I would put this level of detail in about this in case a) someone else finds this info useful b) all the suggestions ( hopefully) I get back cost thousands!
I am assuming the most future proof and cost effective way to do this would be having a cloud/ website based massive database with friendly interface but don't know the techie way to describe this, let alone where to find someone who could do this-if indeed this would be the best approach... digital, CBR, cloud, SQL, software, app's, database, CRM, SEO, programs, tool, web 2.0... my mind is swimming trying to get my head around this stuff!! But you can see that I have tried to familiarise my self with some of this.
