The TP insurer will pay your excess, but your insurer will not reclaim it fomr them as it's not part of your insrurance contract.
It's part of your uninsured losses which should be added to any car hire or injuries or other uninsured losses.
You can claim this back either via your legal cover (if you took it) or direct from the TP insurer by writing a letter yourself.
If you already have uninsured losses being claimed (like car hire) then you might be able to just add it on.0 -

Make sure you have supplied them with all the invoices you can find for new tyres for example, new battery, new alternator, new brake discs, new brake fluid, evidence of regular servicing ... all these things potentially show that your the pre-accidemt value of your car have been more than rock bottom market value.
Also check prices of similar vehicles sold recently on eBay, advertised in Autotrader etc. so you are in a position to negotiate with Admiral properly.
As a rule do not accept their first offer but make sure you do have something to point to that supports your suggestion that their first offer is not enough.
One negotiation "throwaway" might be "Well if you think I can replace my car with a similar one for the price you wish to settle at, then how about Admiral's motor engineer/accessors find me that appropriate similar condition replacement they think is out there at that price and simply deliver it?"
