I have 25K I want to invest. I already have a fully subscribed ISA. I dont want a high risk investment. What is the best savings account available at the moment? What is the situation with National Savings & Investments Index Linked Certificates, I know that funds are tied up for 5 years and maximum investment is 15K. What is the interest rate of these?

The funds in NS&I are not tied up for 5 years - you can access them any time you want during the 5-year term, though during the first year you'd lose all index linking.0

No high risk - forget S&S ISA then
ILSCs - interest rate - the clue's in the name indexed linked - but what index - luckily its RPI - Retail Price Index - currently 5.2% + .5% so you will beat inflation by .5% - and its tax free like an ISA0
