Sander would do the wall stripping job?

I'm doing up my entire house, all the walls and ceilings and floors and woodwork, skirting, doors etc. I moved into a property which had not seen any decorating work in around 30 years, i have removed most of the wallpaper all over the house but there are small bits of paper stuck to the walls as well as old paint work on the ceilings, etc, multiple layers all over the place. I am going to fill in the cracks with regular filler there are lots of them all over.
If i buy a sander will it sand down the stuck paper and the old paintwork to get it smooth for painting and papering? Or for old paint work will i need a wet and dry paper too?
I am embarrassed to ask as i have a level 2 in decorating, just i never worked on such older walls or ceilings before and not sure about it, i want to get it right first time. The sander i'm looking at is in Argos for £12.95.

A sander will smooth out the old paint but it will not be a good way to remove paper . Wet & dry sandpaper is not necessary.
The small bits of paper should be dampened with a sponge or fine spray and left for a few minutes before scraping off.Forgotten but not gone.0 -

Also be aware of the dangers of old paint containg lead & its hazard to health.............0
