Paypal, amounts are different?

    Paypal do charge a percentage when they transfer funds back to your bank account. I would however be a bit wary about the email that you received saying they would refund the buyer as I'm 99.999999% sure that they can't do that and I have never heard of them sending out an email like that before. Did it ask you to click on any links or to verify your password or anything because unless this is a new thing they have started then you might have been scammed and your account might not be safe.

    Are you sure a buyer has not filed a dispute against you and you have until the 16th to respond before they
    automatically win and get a refund?

    I sold a few items around may time, Only a couple of £ so i left it there and finally used it around august time.

    Double check your emails and ebay/paypal notices.

    You have the wrong of the stick here.

    If OP had a basic account then the first couple of payments would have been accepted with no problem free of charges. However once you get more than two payments you have to upgrade to a premier account, so at that point the funds will be held in limbo until seller confirms that the account can be upgraded and the payment accepted free of charge.

    There is no need to panic and as per the OP this was the first time they had seen fees being deducted.

    Also paypal DO NOT charge a percentage when withdrawing funds to a bank account. All transfers over £6 are free of charge.
