Who's responsible for the pipes

Hi

Hope some-one can help, We have come across a leaking pipe in the wall of my father-in-laws flat. This pipe is not attached to any pipe work in my FIL flat so I'm assuming this pipe goes to the flat above. Does any-one know who would be responsible for this pipe. We cannot claim on the insurance as we are not covered. The flat is unoccupied as my FIL passed away last year.

    I would get in touch with the management company if there is one, if not then I would assume the upstairs tenant is responsible and you should be covered under their insurance.

    Are you sure the pipe is not an overflow from the CW tank or CH header.?
