that is why you should buy a policy from the likes od aa or green flag, both covered by the fsa and fos. first call are renknown for sending letters demanding proof of repairs, what happens if u fix the car yourself.
first call may be cheap but theyre con artists

The interesting thing is I think that the AA at least are regulated no differently to First Call. The difference is merely their policy wording and a softer level of ruthlessness perhaps.

Sure the AA have an add on insurance which IS covered by FSA but the main breakdown "cover" is still outside FSA jurisdiction I think ... surprising to me when I found it, ... but nevertheless true I believe.

AA breakdown cover is covered by the FSA. This changed about 6 months ago. I work in the industry so i know what i say is 100% correct. First call breakdown cover is not regulated and is not classed as insurance, whilst their parent company maybe regulated the breakdown off shoot first call is not

Does sound a bit odd. Most breakdown providers stipulate that if you have broken down and they recover your car, that they will not attend (or will charge you to attend) another breakdown for the same problem, unless you can provide proof that you have had the repair complete. As the T&C suggest above, they cant demand proof of repair or charge for recovery unless you've broken down before with the same fault. If they are acting outside their T&C's I would speak to them and terminate your policy. Look at other breakdown providers as there are loads of them about and you can get some pretty good deals. Try looking on this site or visit a specialist breakdown cover comparison site.
