Best savings account?

I'm looking for a savings account that pays interest monthly and allows multiple deposits/withdrawals at any time and does not require a fixed deposit each month and also allows me to withdraw all my funds at any time with no penalties. Can anyone recommend any providers?
I've been looking at ING and Egg. I'm not too keen on egg though as the interest changes after 6 months and want to be with a provider that has fixed rates.

I've been with ING for over a year now and have no complaints on speed of transactions (usually 3 days) or ease of use via web.
I did get a bit miffed last year when the BOE were raising interest rates and ING did not pass on the full amount to its customers, although I have to say they were not the only institution doing this. From memory I think they were only passing on 0.1/0.15% for at least 2 of the 0.25% hikes in BOE rates.
I hope the next bit doesn't contravene board rules, but...
