Ebays buyer protection is much like paypals, but slightly more loose in terms of timelines.

Buyers who have been unsuccessful in resolving a problem directly with a seller can contact eBay via the eBay Resolution Centre. We will review the case, and confirm where necessary that the buyer has already attempted to work with their seller. If the buyer is eligible under this Policy and the case meets the requirements of this Policy, we will review additional transaction information to determine if the case is ready for resolution. For example, we may review the messages sent between the buyer and seller through the eBay messaging systems. Depending upon the nature of the case, resolution may not be proper at that time. For example, if the item is still in transit, we may ask the buyer to wait.
If the case is ready to be resolved., eBay will send relevant information gathered from the buyer to the seller. The seller will then have 10 calendar days to resolve the problem (the seller must retain proof that they have resolved the problem and send this to eBay, at eBay’s request).
For “item not received” cases, resolution would include:
The seller responding to the case by providing proof of delivery (for items valued over £150, we also require signature confirmation);
The seller !agreeing with the buyer to send the item or a replacement item; or
The seller refunding the buyer the cost of the item plus original postage costs.
A buyer may file an “item not received” case, and eBay may refund the buyer and receive reimbursement from the seller as stated in this policy, for an item that arrives and is shown to have been posted outside of the seller’s stated handling time.!! In order for a buyer to receive a refund, a buyer must return the item in accordance with the return requirements of this policy. We will also consider any email or other written document you are able to provide, which shows that the buyer agreed to the delayed dispatch time.!How sellers may be protected from losing a case
Item Not Recieved or INR
For an INR case, if a seller provides a valid Proof of Delivery for the item, eBay is likely to decide in their favour.
“ Proof of Delivery” is online documentation from a postal company that includes all of the following:
A status of “delivered” (or equivalent in the country to which the item was delivered).
The date of delivery.
The recipient’s address, showing at least the city/county or postcode (or international equivalent).
Signature Confirmation for transactions that total £150 or more.
So op, you should be fine, but it may take some time and some badgering by you to ebay in order they close the case quickly in your favour.

I've done both and found them about the same as far as timeline.macfly - were your disputes done through ebay or paypal?
soolin - thanks for the info regarding the dispute process - i'll remember that for the future (here's hoping i wont need to remember though)
The seller in question burnt his bridges for positive feedback the moment he told me what he'd spent the money on and refused to be 'out-of'pocket' - i mean seriously what does he think i am right now?
Had the same response from the second seller I mentioned. "I don't see why I should refund when I've done everything right". Gobsmacked.0
