Removing dry plaster from terracotta floor

My sister had some plastering done in her kitchen while she was out. It was a wet day and the idiot plasterer did'nt think of covering the floor. As a result, my sister now has several dried on patches of plaster on the floor (caused, I think, by accumulated plaster dust), which is laid with roughish terracotta tiles. Would'nt be such a problem if they were smooth, because she could probably gently scrape the plaster off, but as the tiles are sort of rough, scraping is'nt possible.

Anyone got any ideas how she could remove the plaster patches?

There's something on here about softening plaster with a solution of potassium acetate (http://www.plastermaster.com/usg/plaster201.htm), although I'm not sure where you'd get this stuff from.

I've taken plaster spillages off a Karndean floor just by scrubbing with a brush and floor cleaner, but you'll need to be careful with what you use on terracotta tiles, especially as it sounds like they're not sealed.
