Dropping the kerb, disabled only parking outside home.

Asking the council to drop the kerb outside my house and consider making it disabled only parking.
Who would I apply to? Would it be the highways agency?
I'm not sure yet that this is necessary as we are waiting to move to more appropriate housing but it would be good to know in case I have similar problems when we do move.
Would I be asked to contribute to the cost, at all? Would this be something social services need to arrange?

You apply to your local council for a dropped kerb. Not sure about disabled only parking but I think the council would make a decision on that as well as they'd be the ones who'd have to enforce it.

We looked into having a disabled parking bay but there are 7 people on my street with blue badges any of them could have parked there even though only my husband uses a wheelchair
We applied to have a curb dropped ready for when we had the drive done, which was done at the same time as having 2 bedrooms knocked into 1. They took the overall cost of the work (£3500) and our income and worked out we had to pay £500
We applied to the council who then got the work done through social services and they applied to highways departmentseptember wins - toshiba laptop, timotei shampoo & conditioner, mccains games, pimms picnic blanket.
