Reported faulty meter - can EDF justify estimating bills?

I moved to a new flat on 1st April & EDF are the suppliers for gas & electric (although I am in the process of changing to a supplier with no standing charges). I gave them meter readings when I moved in, and it came to light after a week or so that the gas meter is frozen & is not registering / moving.

I advised EDF as soon as I had confirmed the fault (on 13th April), & the guy I spoke to said an engineer would have to come out, the earliest he could arrange this was 9th May!! Anyway I took time off work & waited in all day on 9th May, only for nobody to turn up or even call me, so basically the meter is still not registering.

Having just received a letter this morning asking for readings for my first bill, I will obviously only be providing the same figure as the initial one. As far as I am concerned EDF can only justify charging me the daily standing charge and cannot just estimate figures based on previous owners usage, etc. Has anyone had any similar experiences or have any knowledge of where I stand legally, as far as refusing estimated bills due to them not seeming to give a toss about the problem!!

    Hi Andyvas - DO NOT waste time with the telephone Customer Service desk - WRITE a letter headed Complaint pointing out your very quick advice of a faulty meter only 13 days after you moved in, that you require recompense for loss of earnings for the time you took off work for an appointment on May 9th that they did not keep, and that you are still operating with a non-recording meter.

    Also point out that thier delay has turned what would have been a small problem of Estimated billing over less than a month, into a saga that spans at least 7 weeks to date and has yet to be fixed and any Estimated bill they do eventually produce must be subject to re-calculation dependant on your consumption for the same 'Dead' period in 2012

    Also you are entitled to compensation for various things.. read all this carefully and see which applies.
