HELP !!! Bank's arrears company emptied account

I'll keeps this as brief as poss Basically although I have a debt management plan with the CCCS a company called Blaire,Oliver and Scott emptied my Halifax account to the tune of £746.24p to recover the debt I have been told without first making contact they're not allowed to do this I have been in touch with this company and Halifax bank but am getting nowhere Has anybody out there had experience of this practice I'm tearing my hair out Just before Christmas to !!!!
