Delay start thermostat/noheat loss discount

How do these work.
Why would they provide a benefit over a normal thermostat.
The reason I ask is that a BG energy report, I completed, suggested this would be my only remaining saving, other than a couple where the marginal cost doesn't stack up.
The brief description suggests it wouldn't fire the boiler if it thought the temperature could be brought up fast later. Presumably if ther was only a few degrees in it. How would it know how long it takes to raise the temperature by x degrees?
Certainly the cost saving suggested wasn't great. It just seamed a bit of, lets squeeze something in, to prove the exercise adds value:(

I suppose the only way is to downsize but I bet there a loads of worse houses than mine. Perhaps we should have a "no heat loss discount" so those that waste power pay more or has that been suggested before.
