V5 issue

Hi,

Need a bit of advice on what to do....

Basically I bought a new (to me) car a month ago and part ex’d by old car which had a private plate that I intended to keep.

Dealer said no problem, and charged me £80 to do the number plate transfer (usual DVLA fee) and asked me to get the new car insured on the 7 day cover but with the receiving registration and not the current registration (i.e. private plate).

Did all this and the dealer sent all paperwork to DVLA local office. Week later came back with confirmation letter and authorisation certificates for new plates to be made up for both cars and new tax discs.

Now with the paperwork, the dealer sent them the logbook of both cars, completing the new owner section on the V5 for the new car and also sending the new keeper supplement, as the dealer said that their local office have in the past refused application if the new keeper supplement is not sent also.

I received the logbook for the old car which I’ve now given back to the dealer and sent the ‘sold to a motor trader’ slip to DVLA. However, it is now 4 weeks and I’ve not received the logbook for the new car. Called DVLA and they say there has been no notification on change of ownership on that vehicle, just that it recently received a new plate (according to their system).

They’ve asked me to send the new keeper supplement and they will issue a V5 for free, but I’ve not got the new keeper supplement. They are now demanding a £25 fee, which I think is unreasonable as the paperwork was also sent to them and they have received it, otherwise the number plate transfer would not have been completed.

I’ve demanded the dealer to sort it out for me, but they are being very lax about it now. I asked if they take photocopies of everything they do and they are reluctant to show me and are saying not to worry and they will sort it out. They keep telling me that DVLA is not picking up, when I quite clearly get through straightaway.

Can anyone help on what I can do?

    Not get stroppy making demands to the garage. Possibly they did send the log book off and the DVLA have lost it.
    But maybe they forgot and you being demanding decided to ignore you.

    You can either keep demanding and pestering them or fork out the £25 to get it sorted quickly.

    Logbook can take more than four weeks to arrive .

    But a guess would be that the change of ownership was not transferred on the car the dealer sold you . However the private plate is not normally transferred to another user ( the old owner ) just like that .

    Dealer did not complete the forms correctly would be my bet and DVLA are right to ask for a fee .

    Write to the DVLA head office for your area with a copy of the letter to the motor dealer marked for the attention of the DEALER PRINCIPAL .

    No photocopies would not be normal for used car V5s and Cherished plate transfers . Its more work and its usually done by the dealer as a free service to the customer .

    It does seem likely that the dealer didn't notify DVLA of the change of keeper on your new car. If so, the V5C would not have been produced if the 'in trade' marker was already against the vehicle. This is because there isn't a registered keeper. The old keeper has sold the car to a motor trader.

    If the former keeper didn't notify DVLA they had sold the vehicle to a motor trader, the former keeper would have received the new V5C. Maybe the dealer is trying to obtain the V5C from the previous owner?

    A few quick questions:

    When the confirmation letters came through from DVLA with the tax discs, who were the letters addressed to? Did both letters come through to your address?

    Did you sign the V5C for your new car as the new keeper, before the transfer was submitted to DVLA?

    Can you remember if the yellow slip was attached to the V5C.

    Mistakes do happen at DVLA and they may have processed the transfer but not the change of keeper. It is normal procedure to scan forms on arrival at DVLA Swansea. You could ask someone to check the scans?

    If it doesn't get resolved tell the dealer to pay the £25 fee for the new V5C.

    The confirmation letter with the tax discs was addressed to me but sent to the dealer as c/o.

    The dealer did not make me sign the V5 and im not too sure if the yellow slip was on there. I did see the V5 when buying the car but only to check no of owner info e.t.c was correct.

    I did speak to the DVLA again and they said that they have done the transfer and issued a V5 for my old car (which ive got) but not the new one showing the new reg. When i asked if it was issued but sent elsewhere, she couldnt see on the system and said that was odd why it hasnt been processed. The lady i spoke to at the DVLA that she needs there back office to check paperwork and ill hear back from them in 4 weeks.

    From what i understand from the dealer, it looks like they have completed the new keeper sections of the V5 with the original plate of the new car and sent it together in the application for the transfer. As you say Happytohelp, DVLA may have forgotten to do this. But is this the right way to do the new keeper change?

    Im wondering if there is any mileage in taking photocopies of the completed V5 to the local office that confirmed the numberplate transfer. I know its not the original but maybe the DVLA can see sense of their error? Need to get this off the dealer first. Trouble is the office is 50 miles away but happy to travel if it means getting it sorted. :)

    It is perfectly fine to notify DVLA of a change of keeper at the same time as carring out a number plate transfer. If it is DVLA that have processed the transfer but not the change of keeper, then they need to rectify the matter quickly.

    If the garage took a copy of the V5C before the transfer was submitted with your name and address written in as the new keeper, then it seems DVLA have made the mistake.

    You shouldn't have to travel fifty miles to get it sorted. Are we talking about a reputable franchised main dealer?

    As previously suggested by an earlier poster, a letter of complaint addressed to the Dealer Principal at the dealership should do the trick. All they have to do is send a £25 cheque to DVLA with a correctly completed V62 and it will solve all your problems.

    In the end I did visit the DVLA office where the paperwork was sent to. Ran the whole situation passed them to be laughed at, as the dealer is regular at doing this. The V5 was not completed properly, hence the reason why it wasn't issued. They apologised and issued the V5 next day - result but dissapointed with the way the dealer has dealt with it.

    I've taken this up with the dealer principal as on another note, I had an issue with the car and the dealer agreed to correct. The car came back with damage on the bonnet. I was fuming about this and refused to accept the car. Not only is the dealership far away but the lack of attention to detail is extremely poor. After a debate, they've agreed to re-spray the bonnet but am worried about the quality of the work. It is a prestige car and its in silver so i've asked them to ensure the quality is no less than factory finish.
