How much to get gutter fixed on first floor

O the first floor of our house at the back is a piece of guttering that follows on from the neighbours, (theirs is metal) and just about 4' in from the party wall, the guttering changes to plastic and its here that the guttering is dripping.

Before I ring round I need to know what sort of thing Im asking someone to do, replace the guttering, seal it up etc? And how does it work that the neighbours have metal and we have plastic although the metal does not end for about 4' into our property?

Where it has been dripping for while over the past couple of years, the water has splashed back off the ground onto the wall at the back of our dining room and it looks a bit mossy and paint is bubbling so I want to get it fixed before winter
