is a provisional license needed for driving lessons?

I passed my driving test back in 1989. I know that a passport is needed to apply for a provisional license. I was wondering if a provisional license was needed back then in order to take driving lessons.

Yes. You always needed a provisional license to have driving lessons. You didn't need a passport though, I didn't have one and I just applied for a provisional license and got one. There were no photos on licenses.

I can't see why this should be an issue twenty-two years after the event.
