halifax credit card change

i have just received letter about changes to card,i am low rate card and its still changing ie base rate +6.45.

its saying every rate is 6.95 does this mean cash withdrawals as well ,but dont want to draw cash out.

also worrying is the leaflet and this is what it says
from your next statement 26 nov 2011 your right to reject any interest changes and will only apply to personal rate

any changes made to base rate will be applied to next statement

so does this mean you can op out off hike in 60 days but you will have to pay the base rate even though it might go up or down?
keeping your rate of 6.45 but you cant freeze the base rate?

    I too have received the letter about changes to the Credit Card conditions, but I have not seen any reference in the letter stating you will still receive the 56 days 'free' interest, only a reference to 8.95% on "purchases and all other amounts"

    I pay off the balance in full by direct debit so am thinking they may be charging 8.95% on the balance at time of the DD.

    Tried to phone them to check only to find 'the building had to be evacuated due to an emergency and they were sorry.....'

    on the leaflet your credit card rights
    number 3 right to reject in 60 days

    but has little star telling you to look at bottom of leaflet and tells you about base rate what will go up and down,could be the future of cards to come ?

    As I understand this, you can opt out of changes to the personal rate (eg the +6.45%) but not to changes to the base rate. So if your overall rate goes up by 1% because base rate has gone up 1%, you can't opt out of that.

    It applies to all transactions, so yes, cash as well. Although you will still be charged from day 1.

    It seems unlikely - all CCs offer the interest free period when you pay off your statement in full, so they would be kind of shooting themselves in the foot with the customers who pay off each month.
