Saving a fixed monthly amount for 4 years

I am able to save a fixed amount of £400 a month for the next 4 years without having to withdraw it. What is my best option for the highest return?

Save or invest?
If investing then a Share based ISA is possible, no fixed term and you can start and stop at any point. 4 years is a short timescale for shares though but you don't say if you need the money at that point or just that you can save for 4 years.Remember the saying: if it looks too good to be true it almost certainly is.0
