compost or top soil?

I have purchased linkabord to make raised beds and these will need to be filled with top soil or compost. BUT which is better?

I use a mixture of whatever is organic and on offer. Seems to be working, but I definitely need to add more well rotted manure as it's getting a bit dust-bowl like in hot weather, although the moisture is still there under the surface.

I could dream to wide extremes, I could do or die: I could yawn and be withdrawn and watch the world go by.
