Advice please on dissolving car paint!

Hi I hope there is someone out there who knows about car paint. With the wide range of talents you lot seem to have, hopefully I will be lucky.
After recently having my car reversed into, I had a panel repaired and resprayed through my insurance.
Last week I noticed that it looked like the colour ended before the bottom of the panel. Which I thought was weird having not noticed it when collecting the car.
I took the car back to the repairers who said that the laquer coating must have chipped and allowed water penetration which was now systematically dissolving my aqueous based paint colour under the intact laquer layer.
They agree to redo it and it goes in tomorrow.
My question is this- I have never heard of this before- stone chips allowing water to get under the laquer layer! Has anyone else?
Does anyone know what the garage did wrong in the first place so that the aqueous car paint was not completely sealed?
Cannot believe it was correctly done because otherwise every time you get a chip your paint would dissolve.

either that the laquer reacted badly to the paint underneath, ive had it happen to me, you think all is well when its dry, 2 days later either a cracked effet apears or milky flakey laquer, rubbed down reaplied, and same happened used a different brand of laquer and all was well.
if a laquer is chipped usually over large amounts of time youll see the chipped area's laquer bubble, dirt grit and salt gets into it and makes it spread, if it havent long been done i'd say either reaction or it was baked at wrong temp or not baked long enough dry on the outside tacky underneath.0 -
after a car is painted under repair they do normally tell you to be carefull when washing etc because the paint is still very soft and yes water can get into the paint, this is now because all paint that is sprayed on cars are now water based.
they will re do for you, and try not to touch, or wash the car for few days.0 -

or wax it for at least 30 days, no power wash or automated washes in that period for extra cortion.0 -
