Car parking fine on ticket paid for but had fallen

My daughter who is 17 had paid for a ticket at 14.02.

It was put on the dashboard but there was no stickybit to attach it to properly. The ticket somehow turned over possibly by wind when the door was shut. A 14.18 a fine was issued by the attendant. It stated ticket was incorrectly displayed.

We tried appealing to PPS Premier Parking Solutions in Newton Abbott Devon and sent a copy of the original paid for ticket but they rejected it straight away.
Before Christmas the fine in the same car park was £70 as I know someone who had to pay it, but now it is £100 and a very badly maintained carpark at that, full of potholes. How can they justify these huge fines?

Should we continue to not pay even though they say we can't appeal again? The fine is reduced to £75 if we pay this week.

Any advice would be most helpful

    Just ignore it completely, private companies can't fine you.

    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?

    Keep the ticket in case in the extremely unlikely event that they take you to court, you can show that you paid. They would need to prove that their 'charge' isn't a penalty because (as already been pointed out) a private company cannot issue a 'fine' or 'penalty'. A charge of £70 is dis-proportinate to any loss they have incurred by your ticket falling down.

    The thing is there is no loss at all, the OP has pointed out that they had a ticket, and provided proof of it in the appeal , so if it went to court (which it won't) the judge would throw it out as the parking company is being unreasonable, and the charge is obviously a penalty which is not legal.

    Thanks for your advice guys,

    It is definitely a private car park so they can't enforce payment.
    Watched the links you attached which were really helpful. We won't be bullied into paying especially when we had a ticket!

    So glad the info is out there for those that need help.

    You caused the landowner nil damages therefore the most the landowner can sue you for is unsurprisingly nil.

    Just ignore the letters from the PPC, unless in the very unlikely event you receive proper court-papers, but the chances of that happening are the chances of West Ham winning the premiership next season

    The letters are still coming unfortunately and now from a debt collector. How long do they keep coming for before they give up?

    they will stop sooner if you continue to ignore,they will then move on to some other poor unsuspecting person,,if you contact them in any way shape or form they will hound you,,just ignore all the nonsense and threats you will recieve in the post,,the ink just gets more red,,,,nothing can/will happen to you.stop worrying.these people are cowboys.

    Can a 17 year old enter into a contract? I was once told they can only enter into contracts without parental or guardian permission if it was for necessary things, like housing and such?

    Not that it matters, as it wont go near a court, I was just wondering because of the age of the driver!
