Paypal dispute, what happens when passes date

I opened an item not received dispute over a 99p sample wedding invite that I bought on the 10th April.
Seller has until 17th May to respond, but as yet hasn't. Sorry, should say I left it 3 days as a dispute, then escaluated to a claim.
Will paypal find in my favour if they don't respond?
Seller has neve responded to any of my emails through ebay about my item or anything through paypal.
It's like they don't exist. I know its only 99p, wasn't about the cost, was about the whole horrible experience of finding a wedding invite you loved & ordering a sample to then have to forget about it & look for invites again.

diamond, once you get to the 'completion' date of the claim paypal will find in your favour and return your money. If they don't then phone them and nag a bit.
