How to stop rust coming through paint?

I have some wood panelling in my bathroom, attached to the wall with nails, which have rusted. The panelling is painted but the rust comes through. Is there any way of stopping it from coming through the paint? I obviously need to re-paint, but I'm worried it won't last long so will be a waste of time.
(I know I should get rid of the panelling. It's not really a very good idea in a bathroom! But I can't really be doing with the expense or hassle at the moment. I'm just looking for a cheap, quick fix.) Thanks.

We used red oxide paint to stop our rsjs rusting, wonder if you painted them in that it might help. Possibly a very silly answer, I'm not great at DIY :-)0

Stain guard - usually used for damp stains may work0

Oil based undercoat will stop it.Eat vegetables and fear no creditors, rather than eat duck and hide.0
