New vinyl on top of old one

Can you lay new vinyl on top of the old one? The fitter was checking the condtion of the kitchen floor and some old tiles are broken underneath the old vinyl. He said as the rest of the floor seems to be level and in good condition, he suggests to lay the new vinyl on top of the new one. The easier option and it is done all the time as stripping everything will be time consuming and costly. Can I insist he strips the floor before laying the new vinyl. He seems to know what he is talking about. Thanks

    The vinyl in my kitchen was laid over the old stuff. It would have been an absolute nightmare to pull it up. Three years on the new(er) floor still looks great.

    you could find stripping the floor expensive,you might find your old tiles contain asbesto,and your floor might need screeding or boarding.if you old vinyl is stuck down all over looks flat,then fitting the new vinyl over is cost effective.

    Not a problem as long as the old stuff is stuck down well and cleaned properly before sticking the new stuff down.
