Help, can't get refund for late delivered item!

Two months ago I ordered £40 worth of envelopes from www.smartpackaging.co.uk, I paid to have them delivered next day delivery as I needed them urgently. The deadline for when I needed them by came around three days later and they still hadn’t turned up. I tried to phone customer services to tell them I no longer want the order as it’s too late, but the phone just rings and rings. I emailed them to ask to cancel, no reply. 17 days later, the parcel turns up!
I emailed again saying I didn’t want them as they’re too late, they gave me a return address and said I could have a refund once I returned them. I had them returned via DHL who failed to deliver twice due to the company giving an incorrect address twice. DHL finally delivered on 27th April.
Since then I’ve emailed customer services 3 times asking when they will refund my money but I’ve heard nothing. No one answers their phone line. I’m not sure what to do now, as I assume they would have refunded by now if they were intending too. I assume there are some sort of distance selling laws that apply but I’m not sure what. Is it worth reporting this to trading standards? I had a look on their website but I’m not sure if this is the kind of thing they deal with? Any help much appreciated as I could really do with my £40 back!
