Dry Fuel?

A colleague at work recommended trying some Dry Fuel additive stuff to my 1995 diesel fiesta to improve the fuel efficiency. Will this actually make a difference, is there a risk of damaging the car, or should I just not bother?

    Ford manuals normally state do not use additives.

    If you have water in your diesel, Use the drain on the underside of the fuel filter to release it or
    change the fuel filter more often.

    Diesel filters tend to get neglected. Mind you ive had a petrol mondeo and the fuel filter looked like the original
    one it was 7 years old & had over 100k miles.
