Can someone tell me whether the House of Lords act 1999 has beeen enacted or not.

The fact that is is the House of Lords ACT would suggest it has been enacted!

Legislation takes the form of a Bill before it becomes an Act of Parliament.

You should never ever use sources such as Wikipedia for matters of law. Anyone can post anything on Wikipedia which makes it a very unreliable source especially on matters of law were it's likely to be outdated anyway.
You should use sourced such as LexisNexis or Westlaw.
