New PIP guidelines

Disability Alliance have published the current (it could change!), guidelines for what PIP will be, and the criteria, when it replaces DLA:

As it looks very much the same as current DLA rules, I wonder why they are going to the very expensive trouble of virtually just a name change?
Apparantly, there will be no middle rate (as there is with care component of DLA now) - just higher and lower rates of both new elements of PIP.
The mobility component of PIP will still enable contracts with Motability, for those who wish to lease a car.
There are a few other minor differences, but it looks as though it will still be DLA, by another name.

My OH gets DLA middle rate care, he doesn't qualify for the high rate so does that mean with PIP he would get the low rate? And also I'm guessing that Carers Allowance will change so that it's only available if the person you're caring for gets the Enhanced (high rate) PIP.
I can see a lot of middle rate DLA claimants dropping to low rate PIP and a lot of carers losing their Carers Allowance.Dum Spiro Spero0 -
Existing DLA claimants continue to receive it after age 65.
Anyone know if this will still be the case with PIP or will it stop at age 65?0
